Jesús Reyes Acevedo ha conseguito un dottorato in Amministrazione, è professore di ricerca RENACYT e consulente tematico presso l'Istituto Tecnologico dell'Esercito. È stato responsabile della qualità dell'istruzione presso l'UNTELS ed esperto nello studio Prospectiva 2050 del CEPLAN. Membro di comitati editoriali e docente presso università pubbliche e private.
