This work aims to address a proposal for RCC management through the use of a smartphone application and a web system that uses the population as its primary source of data. Three distinct steps were taken for this purpose: A diagnosis of the current state of RCC in the municipality of Recife; A survey of the technological needs of the municipality's urban cleaning company; and a technological solution to meet this need. The collection of this information served as the basis for the development of the proposal and the system. The research showed, as a result, that there are several flaws in the inspection, collection, transportation, and final disposal of RCC in the municipality of Recife. In order to encourage the use and dissemination of the application, as well as the effective participation of the population, a virtual community was created through Facebook to clarify the negative impacts of the irregular disposal of RCC in urban areas. Finally, a smartphone app and a web system called Cidade Limpa (Clean City) were developed as a CCW management tool in conjunction with municipal public management, which allows for the monitoring of CCW disposed of irregularly on streets and public spaces.
