Kim Tong-ung is fighting an internal battle with his military advisors who seek to placate Kim and limit his ability to provoke a war that will leave North Korea a dust bowl where only cockroaches survive.
The United States is weighing its options: whether a limited strike to take out his missile bases, kill the boy general, or an all-out attack to wipe out the country's capability to ever be a threat again.
The U.S, President puts all his faith in one man, willing to roll the dice with Code 6 operative, Paul Decker.
There are those in the U.S. administration who do not agree with President Hardessy and are prepared to take matters in their own hands should the president continue trying to dialogue with Kim in the hopes of coming to an agreement.
Paul Decker, along with Chechen Borya Timoshenko - and eleven young men and women who escaped from the camps prepare to go into North Korea and liberate the prisoners from the internment camps.
Their plan is to use stealth and superior weapons to attack the first camp. After that, Paul believes he can convince the officers and prisoners of each subsequent camp to join them in their efforts to overthrow the Kim regime.
Paul and the others go into North Korea Code 6: without the backing of the US, or any other government.
Only President Hardessy is aware of the plan. And while he cannot commit troops to the effort to overthrow Kim, he has ordered the largest ever joint military drill with South Korea that will keep Kim and his generals fully occupied at the DMZ, while Paul travels south toward Pyongyang. With all eyes on the border, Paul and his team slip into the country and liberate the first camp.
Paul's plan, at first, succeeds. He and his team have stealth on their side - and due to limited communications between the camps and Pyongyang - they are gathering forces.
Buoyed by success, they risk all by going further south with the goal of kidnapping the glorious leader himself. But many on Paul's team are blinded by revenge and things begin to go very wrong.
Their luck runs out when Kim is informed of the intrusion from the north and sends his limited air force out to destroy the invaders.
Paul's forces are decimated, leaving only 40 men and a few weapons left to attack the capital with.
During their trek south, Paul has fallen in love with Mi-hi, a woman who was tortured, raped and maimed in the camps. She has put enormous defense barriers to protect what is left of her soul. Paul is uncertain whether she could ever love him...or any man.
In his egomania, Kim dismisses his top generals, whom he considers to be out of touch old fools, sending them to the camps.
Even though their forces are greatly diminished, Paul and the others decide to go into Pyongyang and attempt to capture Kim
Using night vision and heat seeking technology, the small team is able to move closer to where Kim is expected to be.
They reach the location, just as they run out of ammo and options.
At that moment, four helicopters arrive (compliments of President Hardessy who breaks his own promise) and use mini guns, rockets and bombs to eliminate 90% of the North Korean forces in the capital.
Kim is captured and the others on Paul's team believe their mission is ended, but Paul decides to roll the dice one more time. He believes that if Kim is abducted, then the generals will take over and may be even more militaristic. And so Paul and his team take over the Television Station and force Kim to give a speech telling his army to lay down their weapons and surrender to the South Korean Forces.
