Deane E. Neubauer is Professor Emeritus at the University of Hawaii at Manoa, USA, and Co-Director of the Asia Pacific Higher Education Research Partnership at the East-West Center in Honolulu, USA. Ka Ho Mok is Vice-President and Lam Man Tsan Chair Professor of Comparative Policy at Lingnan University, Hong Kong. Sachi Edwards is JSPS Post-Doctoral Research Fellow in the Graduate School of Education at the University of Tokyo, Japan.
