Respect for preexisting environmental and cultural conditions would be the founding principle of Favela-Bairro. It is associated with the understanding that favelas do not constitute a problem due to ethnic, religious, or cultural specificities, and that they are not a temporary phenomenon, but rather embedded in the peculiar process of Brazilian development. From an urbanistic standpoint, favelas present a wide morphological variety, as does the formal city. Implanting a single model would not be desirable; on the contrary, the path to follow would be to make explicit an urban structure that emerges from the settlement itself and that can be conceived in agreement with the residents themselves. This structure should seek the broadest possible interconnection with the structures of the surrounding neighborhoods, in order to create an interdependent urban network.

Sérgio Magalhães graduated as Architect at the Federal University of Rio Grande do Sul - FAU/UFRGS (1967) and holds a Ph.D in Urbanism from the Graduate Program in Urbanism - PROURB/FAU-UFRJ (2005), with a research internship at the University of Paris VIII (2004). He attended the master's program in Communication Theories and Culture at the School of Communication - ECO/UFRJ (1990-1992). He is an adjunct professor in the undergraduate architecture and urbanism program at FAU-UFRJ and in the graduate program in Urbanism - PROURB. He has professional experience as an architect and urban planner in the private sector (head of the MBPP Arquitetos Associados office, Rio de Janeiro, 1974-2006; and head of SMC Consultoria - Habitação e Urbanismo, Rio de Janeiro, 2002-2012), as well as in the public sector: .Niterói City Hall: consultant for urban policy (2025) .Rio de Janeiro City Hall: State Subsecretary of Urbanism (1986-1988) and Municipal Secretary of Housing (1993-2000). .Niterói City Hall: Director of Urbanism (1989-1992). .Rio de Janeiro State Government: State Secretary for Special Projects (2001-2002) and State Subsecretary of Urban Development (2003-2004). His main areas of work include urban design, housing, urban policy, housing policy and contemporary city. He has received several awards: .Comenda de Honra ao Mérito da Arquitetura e Urbanismo do Brasil - João Filgueiras Limas/Lelé Award (CAU BR, 2022). .América de Arquitectura - XV SAL Award (Colombia, 2017). .FAD 2012 Award (Barcelona) for the Favela-Bairro Program. .Project Awards from the Institute of Architects of Brazil - RJ (1992, 1986, 1975, 1974, 1972).
