Its primary objective was to modernize the city of São Paulo by establishing standardized and uniform regulations. The document outlined various rules governing land use, public behavior, and municipal maintenance.

Prior to this legislation, the County Standard had been introduced earlier that same year. However, a few months later, it was incorporated into the Municipal Code of Stances, which was considered a more comprehensive regulatory framework.
