The author has tried to avoid all technical aspects, and not attempt to conduct an analysis that could result in an elaborate system based on all aspects related to this topic. The book is considered one of the pioneering works in its field, and re-publishing it again comes from the conviction that political thinking is in constant need of more information about contemporary problems. This book contains the required information and presents it to the general reader in a concise manner that does not exhaust him, and is simple and not difficult to understand. Therefore, we decided to republish it to enrich the reader's wealth and provide his political thinking with discussions that are the essence of the moral progress of the individual in the present era. Although the book was presented by its author three-quarters of a century ago, it still addresses the same problems that people deal with in both their internal policies and international relations. That is why it has not lost its importance and the need for it has not disappeared.
