This book is named after article 419 in the Nigerian Criminal Code part of chapter 38 dealing with fraud - "Obtaining property by false pretences; Cheating". The term 419 has come to symbolize the advance-fee scam that everyone who has an email has been subject to which basically translates into "I am a Nigerian Prince/Kongolese Banker/anything else that might fly in possession of gazzilions of dollars that are stuck one way or the other, but if you help me with a limited amount of funding we will split the proceeds and live happily ever after".
In legal terms/internet lingo we would call it crowdfunding I presume. However this is highly illicit, so 419¿s is as good as any term.
