Andrew S. Natsios served as Director of USAID's Office of U.S. Foreign Disaster Assistance (OFDA) during the George H.W. Bush Administration, where he oversaw the U.S. relief effort in several humanitarian emergencies. Currently, he is an executive professor at the Bush School of Government and Public Service at Texas A&M University and director of the Scowcroft Institute of International Affairs. Andrew H. Card, Jr. was named Interim CEO of the George & Barbara Bush Foundation in June 2020. He continues to serve as Chairman of the National Endowment for Democracy (NED), a non-profit organization dedicated to the growth and strengthening of democratic institutions around the world, a position he assumed in January 2018. Card has also held numerous positions at senior levels of government under three Presidents throughout the years, including Chief of Staff to President George W. Bush, where Card became the second longest tenured White House Chief of Staff. Card served as Deputy Chief of Staff to President George H.W. Bush, as well as U.S. Secretary of Transportation, and served President Ronald Reagan as a Deputy Assistant to the President for Intergovernmental Affairs. He also served eight years in the Massachusetts House of Representatives.
